Why was the issue of slavery a hindrance to American expansionism?

Before the Civil war, the slave states and the anti-slave states contended in congress and in battle (see bloody Kansas) for more congressional votes. This lead to less ability to expand. Frankly, the expansion at the expense of the Native Americans was at a high pace anyway.
