Is the opposition between the conservative party and the labour party creative or destructive?

I know how those two parties differ but I want to know what kind of opposition it tends to be: cooperative, thus creative or quarrelsome and destructive? do you know any examples of issues/cases in which these parties cooperated and in which they were a hindrance to each other in finding a solution of some problem?
