Under the skin bumps that come and go?

Ok so i get under the skin bumps basically in the same spots all the time. When one appears i use spot cream on it and use remedies that make it go down a bit and wait for it to go away. But they always come back in the same spots (to the sides of my chin under my mouth) What can i do to permanently get rid of them? Would i have to go to a dermatologist?
