Why is my name still on the Child Protective Services Database?

I had a CPS civil Neglect charge that was dropped. I asked that my name be removed from the Registry of Abuse and Neglect. They removed the Perpetrator coding from my name, but still kept my name in the database and said it has to stay permanently. It still seems to pop up as a hit when my background is checked out, and it embarrases me.
