You're partly right. I've lived under authoritarian governments and nothing is ever quite what it seems. So often things are done for non-rational reasons just because someone wants to curry favour with some bigwig. I showed a chart of the SS to my dad who was in management consultancy and he said 'Look! That guy had 11 subordinates! That's a recipe for chaos!'
