Is there any way to get around the 9 month req. for having a permit before you get your license in Virginia?

I am 18 months old, and have never had a learners permit. in virginia, unless you are 19 or older you have to hold a permit for 9 months before you can get your license. however, if i were to hold a permit for 9 months, i'd be 19 and a half before i got my license. is there any courses or options for me? procrastination has been my worst enemy, and now that i'm ready to get on the road and do whatever i've got to do, it seems like i'm kind of stuck between a rock and a hard place. i really need transportation for work and college, and my not being licensed is only a hindrance. any help would be greatly appreciated!!!
